Held on February 26, 2026, at the Performing Arts Hall, UP Cebu, this public forum was organized by the Urban Studies Program in partnership with the Political Science and Public Affairs Programs and the UP Political Science Society. The event featured Prof. Julio C. Teehankee of De La Salle University and was attended by students, faculty members, researchers, and members of the public. The lecture examined the prospects of passing an Anti-Political Dynasty Law in the 20th Congress, analyzing structural power dynamics and strategic interests that shape legislative reform. Drawing from political theory and rational choice models, the discussion introduced the concept of a “survivalist compromise” as a likely reform outcome. By encouraging critical discourse on democratic governance and institutional reform, the forum contributed to SDG 16 (Peace, Justice, and Strong Institutions) and SDG 4 (Quality Education).
